Lowell H. Cleaver was born April 20, 1941, in Tyler, Texas to the parents of Lowell H. Cleaver Sr. and Jewel Cleaver. Lowell was the oldest child of seven children. He completed his early childhood education in Tyler, Texas and later moved to Lubbock, Texas. Upon arrival in Lubbock, he would later attend and complete his schooling at Dunbar High School, where he would become an active member in several clubs and organizations.

During his school hall days of Dunbar, he took interest as a student council member, Senior Hi-"Y" Committee, Science Club, Annual Staff Member, Football trainer, and recognized as the Junior Male Class favorite. As Lowell began to make himself familiar with his new journey, it is during this time, that he meets his high school sweetheart Jessie Mae Sneed. After the completion of graduation with the Dunbar Class of 1960, Lowell and Jessie were united in matrimony on November 28, 1960. Lowell would later move his new bride to Dallas, Texas as he began to embark further on his journey to continue his education at Paul Quinn College of Waco, Texas.

After completing his schooling, he returned to Dallas, where he and Jessie began to make Dallas their home and to their union were added five girls Shelia, Ronda, Sheri, Melanie, and Sherlinda. Lowell was a giant of a man with many adventures, ideals, wisdom, knowledge, and talents. He was a go getter and would settle for nothing less to make sure his family was taken care of. He would put his hands to the fire to try his succession at much. His interest was used to sell insurance, carpentry work, as well as, becoming an Entrepreneur as a Real Estate broker for over 50 years, and one of his most vital interests was his work for the Lord.

Lowell accepted Christ at an early age, he often told the story of how he was in his grandmother backyard crying with uncontrollable tears. He knew at the time that the Lord had work for him to do, which he worked tirelessly to do so well. In 1970 Lowell accepted his call into the ministry, to also enhanced his ministry as a student at Dallas Baptist and Theological Seminary. As he began to partake in the ministry work, he became involved in many organizations at this local church home, Community First Baptist Church under the leadership of C. H. Gerald. With much confidence the Pastor had in him, he allowed Lowell to allocate and facilitate many bible studies, meetings, he also served as a Sunday school teacher, Prayer breakfast coordinator, and many more. As he continued his ministry their God began to prepare Lowell for a deeper connection. Pastor Gerald sent him out to ministry to a church in Roser, Texas who needed a Pastor. During his journey in Roser, TX the Lord spoke to Pastor Cleaver to organize his very own ministry. Following God's voice Lowell spoke to his family about God's direction to begin a new venture.

He set out to do the will of the Lord by knocking on doors in Lancaster, TX and in November of 1986 he became the founding Pastor of Lancaster Community Baptist. Pastor Cleaver was a great asset and good friend to many ministries around the city as always, willing to lend his support in which ever way he could. He sought to give his members the best by being involved in several organizations, like Southern Baptist Association and the Lancaster Interdenominational Ministerial Alliance. If there was a need, he would try to fulfill it with whatever resources he had available. He was known in the community by those he often encountered whether he was at the bank or in a store. Even the neighbors who lived around the church respected and knew him as Pastor Cleaver. A man of many talents who sought to leave a positive impression by sharing the Word of God.

Lowell was proceeded in death by his parents Lowell and Jewel Cleaver his sister Mrs. Delorese Cleaver Mass, brothers Eugene and James Cleaver, and his beloved wife Jessie M. Sneed.

He leaves to cherish his memories five daughters Shelia Briggs (James), Ronda Williams (Donald), Sheri Warren, Melanie Scott, SherLinda Rogers (DeKaylen , NicKalen, Jessee); Eight Grandsons, Five granddaughters, over Twenty-five great-grandchildren, which consists of Sixteen Great-grandson's, and Nine Great-granddaughter's. Two sisters Deloris Richards of San Angelo, Texas, Marsha Cleaver of Fort Worth, Texas, two brothers Jeremiah (Charlestta) of Fort Worth, Texas, Larry Cleaver of Fort Worth, Texas, brothers in-law Arthur L. Sneed (Clem) of Austin, Texas, Barbara Sneed (Acquanetta) of Killen, Texas, one sister in-law Dorothy (A.B.) Lampkin of Fort Worth, Texas. The loving members of New Lancaster Community Baptist and his best friend for over 70 years William "Tip" Titus and a host of nephews, nieces, and extended family.
